On July 18, 2006, at approximately 4:15 p.m., Santa Monica Police responded to the area of 14th and Marine St. regarding a juvenile annoyance. Preliminary investigation revealed that the victim (Female, White, 16 years of age) was contacted by the suspect who drove along side of the victim and made lewd comments. The suspect spoke to the victim in English and Spanish. The suspect then opened his side passenger door, leaned across the seat and grabbed at the victim while saying to the victim, “come here”. The victim said the suspect’s trousers were unzipped and his “white boxer” type underwear was exposed. The victim continued walking east on Marine St. until she met a friend in the 1500 block of Marine St. The suspect drove away east on Marine St. towards Dewey St. The victim remembered seeing the suspect and his vehicle in the area earlier in the day but had no contact with him.

The suspect is described as, Male, Hispanic; 20-30 years of age, unknown height, medium weight, short black hair combed back, wearing a white short sleeved shirt, blue jeans, white boxer type underwear.
