In early July 2004,
the Santa Monica Police Department was
notified by the Los Angeles County
Department of Children and Family Services
that they were investigating an alleged lewd
act upon a 14-year old female victim. Santa
Monica Police Detectives conducted further
investigation and subsequently filed the
case with the District Attorney’s office. A
warrant was issued for the arrest of the
suspect, Carl Stephen Hammer, male white,
age 37, a resident of Santa Monica.
On August 6, 2004,
Mr. Hammer arrived at the Santa Monica
Police Department where he surrendered to
authorities. He was booked on two counts of
288 (c) (1) of the California Penal Code:
committing a lewd act upon a child. Mr.
Hammer was later released after posting a
$40,000 bail pending his court appearance.
