On October 30, 2003 at approximately 9:30
A.M., two local high school students were contacted in the 2600 block
of Lincoln Boulevard by a 30-40 year old male purporting to be a law
enforcement officer. The suspect ordered the students, both
sixteen-years old, into his vehicle and drove them to a residential
neighborhood where he searched their persons under their clothing.
The victims did not report being physically harmed during the
incident. The suspect was
driving a black & white vehicle with what appeared to be law
enforcement markings and equipment. Residents should be aware that the
marked police vehicles patrolling the City of Santa Monica are white
with a blue stripe. We
are in the process of attempting to establish whether a genuine law
enforcement vehicle was used in the crime.
The
suspect is described as a Male, Hispanic, 30 – 40-years old, medium
build, black hair, brown eyes and having poor skin texture.
The suspect was wearing: A black “bomber” style jacket,
black pants, and black boots.
After
approximately 20 minutes, the suspect drove the victims back to the
area of Lincoln and Ocean Park Blvd. where he released them. Anyone
